Proposal Number: 26-SOLGEN020

Summary of the proposal

Creating safer communities and facilitating barrier-free access to key economic and community infrastructure promotes economic development across the province, which is a priority for the Government of Ontario.

There are growing concerns regarding the safe and barrier/obstruction-free access to key infrastructure, such as businesses, highways, roadways and overpasses, as well as cultural/community sites like places of worship. The province is considering legislative and non-legislative changes that could address obstruction to such infrastructure and provide enforcement tools.

This posting has one area of focus, led by the Ministry of the Solicitor General with partner ministries. Legislative and non-legislative measures to address this area, and to support enforcement, is contemplated:
Examining various options to advance the public’s safe access to key economic and community infrastructure that is free from obstruction and intimidation.

The Government of Ontario is seeking input and invites you to submit comments on any of the following questions.

Options to advance barrier- and obstruction-free access to key economic and community infrastructure

Roadway obstructions

  1. Should the province consider a legislated prohibition related to unauthorized, willful obstruction of a roadway, including overpasses/bridges, where the obstruction is intentional, cannot be easily avoided and blocks travel? Why or why not?
  1. Should the province consider any of the following? Why or why not?

A. Developing new police authorities to direct individuals to cease obstructing a roadway, including overpasses/bridges?

B. Instituting a new provincial offence for individuals that do not comply with this direction?

C. Creating a new requirement for individuals to provide identifying information for the purposes of issuing a provincial offence notice in relation to the new offence?

D. Making new arrest powers for police where there is a failure to comply with the duty to identify? This power would exist only where an individual refuses to identify themselves and identity cannot be otherwise ascertained, solely for the purpose of laying the roadway obstruction offence.

E. Are there other specific legislative or non-legislative changes that the provincial government should consider to address this issue?

Barrier - and obstruction-free access to community/cultural infrastructure, such as religious institutions, culturally-specific community centres, or schools

Should the province consider any of the following? Why or why not?

  1. Developing new police authorities to direct individuals to cease intimidating or obstructing access to community/cultural infrastructure?
  1. Instituting a new provincial offence for individuals that do not comply with this direction?
  1. Creating a new requirement for individuals to provide identifying information for the purposes of issuing a provincial offence notice in relation to the new offence?
  1. Making new arrest powers for police where there is a failure to comply with the duty to identify?

A. This power would exist only where an individual refuses to identify themselves and identity cannot be otherwise ascertained and would be solely for the purpose of laying the intimidation and/or obstruction offence(s) for community/cultural infrastructure.

5. Other enforcement tools/resources to implement federal Criminal Code offences and/or provincial prohibitions regarding intimidation/obstruction? Religious institutions, culturally-specific community centres, and schools are examples of potential infrastructure. Should the province consider other infrastructure as well?

Please provide any additional comments or suggestions. Do you have any other ideas for responding to obstruction and barriered access to key economic and community infrastructure in the province?

The Government of Ontario appreciates and welcomes your feedback.

government and Bill C119. Doug Ford’s government wants your input.

Now you have 18 days left to give your feedback on some of these new measures

that the Ontario government wants to bring in. Have a look at this.

Chapter 2: Analyzing the proposal

2:32

2 minutes, 32 seconds

ministry of the solicitor general with partner ministries.

2:38

2 minutes, 38 seconds

Our solicitor general is Michael Kursner.

2:45

2 minutes, 45 seconds

Do you remember Michael Kursner, our solicitor general? Let me refresh your memory. This is Michael Kursner

2:55

2 minutes, 55 seconds

talking with Israel, proud MPPP of York Center and Ontario Solicitor General, unapologetically proud of my province,

3:03

3 minutes, 3 seconds

proud of my Jewish community, and proud that we stand together in allyship. And I want to thank the Persian community

3:11

3 minutes, 11 seconds

for coming out today as well. What’s wrong? Come on.

3:20

3 minutes, 20 seconds

That’s our Ontario solicitor general, Michael Kursner. Let’s get back to the legislation that he’s hoping to ram down our throats.

3:30

3 minutes, 30 seconds

Here’s what they’re looking at.

3:31

3 minutes, 31 seconds

examining various options to advance the public’s safe access to key economic and community infrastructure that is free from obstruction and intimidation.

3:44

3 minutes, 44 seconds

Now, you’ll recall that Ontario played host to all these arms manufacturers and

3:51

3 minutes, 51 seconds

armaments expos that were happening and people went out to protest in Ottawa against Cansek.

3:59

3 minutes, 59 seconds

Well, if this legislation goes through, we won’t be able to protest against Israeli arms

4:08

4 minutes, 8 seconds

manufacturers and systems like Elbbit in [snorts] our province.

4:14

4 minutes, 14 seconds

Let’s continue. The government of Ontario is seeking input and options to advance barrier and obstructionfree

4:21

4 minutes, 21 seconds

access, roadway obstructions. Should the province consider, Here’s a question.

Chapter 3: Government enforcement tools

4:26

4 minutes, 26 seconds

Should the province consider a legislated prohibition of roadway obstruction? Should the province consider any of the following?

4:34

4 minutes, 34 seconds

Why or why not? A. Developing new police authorities to direct individuals to

4:41

4 minutes, 41 seconds

cease obstructing a roadway, including bridges or overpasses. So throughout this genocide, people have

4:50

4 minutes, 50 seconds

stood on overpasses and highways holding signs saying, "Stop the genocide.

4:57

4 minutes, 57 seconds

arms embargoed now that will be done away with under these new legislations.

5:04

5 minutes, 4 seconds

B instituting a new provincial offense for individuals that don’t comply

5:10

5 minutes, 10 seconds

with this new direction. C. creating a new requirement for individuals to provide identifying information for the

5:19

5 minutes, 19 seconds

purposes of issuing a provincial offense notice in relation to this new offense.

5:27

5 minutes, 27 seconds

New meaning to stop and frisk D. Making new arrest powers for police

5:36

5 minutes, 36 seconds

where there is a failure to comply with the duty to identify. This power would exist only where an individual refuses

5:46

5 minutes, 46 seconds

to identify themselves and identity cannot be otherwise ascertained

5:53

5 minutes, 53 seconds

and all of that for the purposes of laying an offense charge for the roadway obstruction.

6:00

6 minutes

E are there other specific legislative or non-legislative changes that the provincial government should consider?

6:07

6 minutes, 7 seconds

Hey, what else do you want to see?

6:11

6 minutes, 11 seconds

Zionists, what would you like to see happen to those protesting in the streets? Let us know, says the Ontario government. Let’s keep going.

6:29

6 minutes, 29 seconds

This is what else the province should consider or not consider. Should the province consider any of the following?

6:34

6 minutes, 34 seconds

Why or why not? developing new police authorities to direct individuals to cease intimidating or obstructing access to community or cultural infrastructure.

Chapter 4: Concerns over civil liberties

6:47

6 minutes, 47 seconds

So, you remember when they were selling off stolen Palestinian lands in a synagogue here in Ontario in Thorn Hill Vaughn community?

6:59

6 minutes, 59 seconds

Should we ban that? Should we maybe should we also ban I don’t know the

7:06

7 minutes, 6 seconds

deputy mayor of Jerusalem coming here to speak? Maybe we shouldn’t ban that anymore. Should we not allow people to

7:14

7 minutes, 14 seconds

obstruct Gerbles 2.0 you know, Mark Regv from coming and speaking at the Meridian Arts

7:21

7 minutes, 21 seconds

Center and then a CBC journalist saying, "Hey, I was just going to the synagogue, the Bait Meridian as it’s now known.

7:35

7 minutes, 35 seconds

Ontario wants to stop all that." Is it for you? Is it for me? No, it’s for Israel. Let’s keep going.

7:47

7 minutes, 47 seconds

instituting a new provincial offense for individuals that do not comply with this direction, creating a new requirement for individuals to provide identity. So

7:55

7 minutes, 55 seconds

again, we start with a new law and then we get new powers to enforce that law.

8:04

8 minutes, 4 seconds

That is what they’ve created under bill C119

8:11

8 minutes, 11 seconds

with respect under the opaces of safety has nothing to do with my safety.

8:22

8 minutes, 22 seconds

Making new arrest powers for police where there is a failure to comply with the duty to identify and it just keeps going on in this fashion.

8:35

8 minutes, 35 seconds

new enforcement rules, tools, resources to implement federal criminal code offenses and/or provincial prohibitions regarding intimidation or obstruction.

8:47

8 minutes, 47 seconds

So, who is going to identify what intimidation means in this respect?

8:53

8 minutes, 53 seconds

Perhaps I’m standing outside protesting a genocidal shill speaking inside a hall.

9:04

9 minutes, 4 seconds

And you, someone who loves that genocidal shill and wants to go listen to him speak, feels uncomfortable with having me be outside.

9:17

9 minutes, 17 seconds

That is what these laws mean.

Chapter 5: Call to action for public input

9:21

9 minutes, 21 seconds

Good luck having these stand up against our fundamental rights and freedoms in this country under section two of the

9:29

9 minutes, 29 seconds

Charter of Rights and Freedoms. Good [ __ ] luck. Dog Ford, Michael Kursner.

9:37

9 minutes, 37 seconds

Oh, Canada.

9:39

9 minutes, 39 seconds

Oh, Canada. What are you doing? What are you doing to your citizens

9:46

9 minutes, 46 seconds

to obstruct their right to protest an ongoing genocide 2003 days into that genocide?

10:01

10 minutes, 1 second

These are the relevant dates that you need to know. You have 18 days to comment.

10:08

10 minutes, 8 seconds

18 days left to comment on these measures that the Ontario

10:16

10 minutes, 16 seconds

government wants to take purportedly on behalf of the safety of you and I

10:25

10 minutes, 25 seconds

so that Elbert Systems can continue to function here without worry, without obstruction

10:33

10 minutes, 33 seconds

because hey, Ontario is open for business. I will be putting the link

10:40

10 minutes, 40 seconds

to this survey from the Ontario government in the description of this show. I urge you

10:48

10 minutes, 48 seconds

urge you to give your feedback to the Ontario government.

10:56

10 minutes, 56 seconds

This is a call to action as the Canadian government, the Ontario

11:03

11 minutes, 3 seconds

government continue to create new laws in order to stifle and quell the Palestine solidarity movement in this

11:12

11 minutes, 12 seconds

country. That is all that these laws are about, nothing more.

Chapter 6: The reality of the conflict

11:17

11 minutes, 17 seconds

Do you want to know what Israel did last night at 4:00 a.m. in Gaza City?

11:24

11 minutes, 24 seconds

This is what Israel did at 4:00 a.m. last night.

11:53

11 minutes, 53 seconds

Give him give him

12:00

12 minutes

screaming

12:08

12 minutes, 8 seconds

That is four-year-old Mariam Ghanm.

12:12

12 minutes, 12 seconds

She is screaming in horror because her mother, Ree

12:19

12 minutes, 19 seconds

Assad Aad, 33 years old, is being burned alive after Israel bombed their home.

12:27

12 minutes, 27 seconds

their little apartment that they’ve been displaced to in the Al Rimal neighborhood in Gaza

12:36

12 minutes, 36 seconds

City. At 4:00 a.m. they bombed that apartment. Israel knows exactly who is where at all times.

12:47

12 minutes, 47 seconds

Miriam’s mother died in that strike.

12:53

12 minutes, 53 seconds

She sat and watched her mother burn to death

13:01

13 minutes, 1 second

while flames engulfed all around her.

13:06

13 minutes, 6 seconds

Four-year-old Miriam becomes another one of the tens of thousands of orphans that Israel has created for itself in its little slaughter house in Gaza.

13:19

13 minutes, 19 seconds

Miriam Khan is currently at Alshifa hospital trying to recover from secondderee burns on her body.

13:29

13 minutes, 29 seconds

Her mother is dead.

13:32

13 minutes, 32 seconds

We are more than three years into this genocide and over and over and over

13:38

13 minutes, 38 seconds

again our governments are trying to quash

13:46

13 minutes, 46 seconds

kill our rights over here to protest against this maniacal, menacious and murderous Israeli regime.

13:58

13 minutes, 58 seconds

Look at that little girl. Of

14:08

14 minutes, 8 seconds

course, she’s not the only person that we’ve seen burned alive, is she? No. There was

14:16

14 minutes, 16 seconds

also this child who was still hooked up to an IV when he was burned.

14:36

14 minutes, 36 seconds

This was October 14th, 2024.

14:41

14 minutes, 41 seconds

Israel attacked the outside of the hospital where people were living in tents. This

14:50

14 minutes, 50 seconds

young 16-year-old was still hooked up to an IV. He burned alive and died.

Chapter 7: Ethical and political reflections

15:00

15 minutes

I’m going to play you an interview from 1992 on Israeli television with Jewish philosopher Yisha Lieovich.

15:10

15 minutes, 10 seconds

Watch this.

15:30

15 minutes, 30 seconds

Democrat.

15:48

15 minutes, 48 seconds

That’s it.

16:05

16 minutes, 5 seconds

You don’t

16:25

16 minutes, 25 seconds

profess for the crematorium.

16:46

16 minutes, 46 seconds

Professor

17:17

17 minutes, 17 seconds

That is your prophecy.

17:23

17 minutes, 23 seconds

We have seen so many people burned alive in Gaza.

17:31

17 minutes, 31 seconds

You don’t have to build crematoriums.

17:35

17 minutes, 35 seconds

You just need to send a drone right into an apartment and you know exactly who is in there. women, children, it doesn’t matter.

17:48

17 minutes, 48 seconds

And then our government here in Ontario doesn’t want to allow us to obstruct that genocide.

17:59

17 minutes, 59 seconds

It doesn’t want to allow us to protest that genocide.
