Terje Rød-Larsen (born 22 November 1947) is a Norwegian former diplomat and politician. He held a number of public offices in Norway and at the UN until 2004. After leaving public service, he became a close associate of Jeffrey Epstein, and has worked to bolster contact between the MAGA movement and the European far right.[1]

Mona Juul: The Real Story

Mona Juul (born 10 April 1959) is a Norwegian former diplomat and former politician for the Labour Party.

The Epstein files revealed that she and her husband, the Norwegian politician Terje Rød-Larsen, had a close association with Jeffrey Epstein.[1][2] On 9 February 2026, Juul was charged by the National Authority for Investigation and Prosecution of Economic and Environmental Crime in Norway (Økokrim) on suspicion of aggravated corruption.[3][4]

In 2026 she was placed on administrative leave[5] and her security clearance was revoked.[6]Juul resigned as Norway’s Ambassador to Jordan and Iraq in February 2026.[7][8][9]

Mona Juul + Ehud Barak + Toka Group

According to correspondence from the Epstein Files, former prime minister of Israel Ehud Barak suggested in May 2018 that Mona Juul could help with an Israeli intelligence company called Toka.[50] Mona Juul proceeded to send an e-mail with the topic title “Kjell G.” to an e-mail address that has been redacted. This mail was forwarded to Jeffrey Epstein by Juul’s husband Terje Rød-Larsen.[50]

Israel’s former prime minister suggested Mona Juul to help with an Israeli intelligence company. The next day, Juul forwarded contact information for “Kjell G.” to an unknown recipient.

This is shown by recently released emails from US authorities.

On May 8, 2018, former Israeli Prime Minister Ehud Barak sends an email to convicted financier Jeffrey Epstein.

He has been in contact with Epstein for a few months about the Israeli intelligence company Toka. Now he is looking for the right addressee for a discussion about the company in Norway.

Toka is an Israeli company that supplies intelligence and defense technology to authorities, according to the company itself. In the email, the former prime minister writes that he has already spoken with Terje Rød-Larsen.

But Barak wants help from elsewhere in Norway:

Barak writes in the email on May 8 that the information should be forwarded to Juul. He also mentions a meeting between what appears to be Rød-Larsen and Epstein that is scheduled to take place the following day.

The next day, Juul sends an email with the subject line “Kjell G.” to a fake email address.

In the email, it appears that Juul has listed a phone number and an email address, but both have been blacklisted by US authorities.

She signs herself “Mona Juul, Ambassador, Royal Norwegian Embassy, ​​London.” The email address used has been declassified by US authorities.

The email thread – including what appears to be contact information – is forwarded to Epstein by Juul’s husband Terje Rød-Larsen the next day, May 10, 2018.

VG does not know who “Kjell G.” is referring to.

Kjell Grandhagen was head of the Intelligence Service from 2010 to 2016. He died in 2019. The email with “Kjell G.” was sent in 2018. VG does not know if it is Grandhagen that is being referred to. VG has contacted the Intelligence Service about the matter, but has not received a response.

VG has asked the Ministry of Foreign Affairs and Mona Juul questions about who “Kjell G.” is, without receiving an answer.

VG has also sent a number of questions to both the Ministry of Foreign Affairs and Juul, Rød-Larsen, Toka and Barak about the contact.

– It is important for me to clarify that the contact I have had with Epstein has originated in my spouse’s relationship with him. I have had no independent social or professional relationship with Epstein, including not mediating or connecting contacts to Epstein, Mona Juul said in a statement on Monday.

A week after the email from Juul, on May 17, 2018, Rød-Larsen and Epstein are in contact via text message. The Norwegian asks what he should do with Barak.

Epstein responds that Barak has been notified and understands. VG does not know what the notification is. Epstein has asked Barak for a percentage, and that it must be done in advance.

Ehud Barak was Prime Minister of Israel from 1999 to 2001, and leader of the Israeli Labor Party until 2011. Before this, he rose through the ranks in the Israeli Defense Forces.

Barak had been in close contact with Epstein about the Israeli company Toka for several months in 2018.

Ambassador Mona Juul has extensive experience as a diplomat in the Norwegian Foreign Service. She has served as UN Ambassador and is currently Ambassador to Jordan and Deputy Ambassador to Iraq.

After the publication of the Epstein files, Dagens Næringsliv has revealed, among other things, that Rød-Larsen and Juul’s children were granted $10 million in Epstein’s will.

Epstein also pressured a Norwegian to sell his 300-square-meter apartment in Frogner, Oslo, to the diplomat couple at a price far below market value. DN first revealed the real estate transaction.

Juul has previously said she had minimal contact with Epstein. She acknowledged over the weekend that that description was “inaccurate”:

In 2018, Mona Juul and her husband Terje-Rød Larsen bought a 300-square-meter apartment in Frogner for 14 million kroner from Morits Skaugen. The former shipowner now tells VG:

Top Norwegian diplomat Terje Rød-Larsen admitted in 2020 to borrowing money from billionaire Epstein. At one point, he owed Epstein $130,000, and he later approved a payment of $100,000 from the think tank International Peace Institute (IPI) to Epstein, DN previously reported.
